(A) There is established a non-reverting fund to be utilized by the Veterans Affairs Department ("Veterans Affairs") to be designated as the Veterans Affairs Non-Reverting Fund. The county and Veterans Affairs may deposit in the fund such property or monies received from donations or proceeds from fund raising or other sources and miscellaneous receipts.
(B) The fund may receive and deposit such funds and they shall not revert to the county general fund but shall be maintained in the fund from year to year.
(C) The funds captured may only be used for the purposes of operations of the Veterans Affairs. This includes payment for routine expenses such as (but not limited to) the purchase of equipment, payment of services, awards, flags, burials or ceremonies and any expense or cost reasonably associated with the operations of Veterans Affairs.
